The Royal League of Commerce functions as an oversight committee for industrial affairs, ensuring coordination of activities between the Ministry of Industry, its departments and the Crown Corporations that are owned by the Hapan state that have their specific areas of responsibility in the key industrial processes. It is headed by the Minister of Industry, with attendance limited to the relevant key government officials and the Crown Corporate leadership.

The name, the Royal League of Commerce, refers to its original purpose, as it was created to bring together privately-owned ventures, nationalized companies, and fully state owned and managed entities under a single umbrella organization focused on supporting their growth and interactions with Hapes itself. Since then, the lines between nationalized and Crown companies have become blurred and the distinction lost most if not all of its original significance; Nationalized companies are now understood to be those Crown corporations that originally were not state-owned enterprises, and Crown corporations as a term now encompasses all those state-owned companies that primarily if not exclusively provide services to the Hapes Consortium, and are formally recognized as part of the government structure.
In effect, the League has transitioned to serve as a board of directors for the Ministry of Industry and its department heads, with external commercial partnerships and joint ventures with the Hapan government handled via a separate medium. Such consolidation of its premise has not seen its importance dimmed, however, as the League helps oversee and coordinate virtually all vital industrial operations from mineral prospection to mining and logistics, be they related to civil engineering and major infrastructure projects, or to the military industrial complex.
