Wages are paid once a month, based on [Darkness' threshold of] activity, according to the individual's infofields. Personnel are responsible for ensuring their infofields have been updated by their Commanding Officers, or the Department of Personnel after earned promotions.

Merits and Civil Promotions

Promotions are granted based on a merit system, with merit points awarded on a monthly basis for all members of the Consortium according to their performance as assessed by their superior officers based on the individual's reporting, following the standardized government wide rating policies. Part time positions increase the rate at which an individual can accumulate Merit Points.

* In addition to the merit thresholds, promotions to the civil rank of Matarceth and above require the approval of the Minister of the Interior, and one other Minister. Promotions to Matarceth and above may have additional requirements such as service in supporting, administrative or other positions of responsibility.

** Promotions to to the civil rank of Confrix and above require the approval of the Sovereign, based on the recommendation of the Prime Minister or Minister of the Interior.

Special Titles, Positions and Ranks

The ranks of Deputy Minister (Fel`ta) and Minister (Fel`da), as well as those above them, are considered positions as well as ranks, and are appointed by the Sovereign based on either a proposal made by the Prime Minister or relevant Minister, or in consultation with the Royal Council.

The difference between titles, positions and ranks is that titles confer no position of authority in the government per se; They are recognitions of exceptional and lengthy service. Positions, such as Governors or Directors within the government, are positions where appointees retain their civil ranks and their corresponding wages, and receive promotions within the civil ranks structure. Leadership positions are de facto titles, positions and ranks encapsulated together, conferring authority in the government within their defined mandates and jurisdictions. The Sovereign acts as both the Head of State of the Hapan Government, as well as the Commander-in-Chief of the Royal Hapan Armed Forces.

Diranix and Diran'a, Tarix and Ta`Din, as well as Teloii, are titles of nobility rather than ranks or positions, as appointed into peerage by the Sovereign and governed by their respective legislations. Should their bearer hold no higher office, they receive a monthly stipend equal to the wage of Breniseth instead.
