CONSTITUTION OF THE HAPES CONSORTIUM:

BE IT PROCLAIMED that the Hapes Consortium exists and has existed from aeons past and shall exist for ever-more as a unified nation under the rule of Law and the supremacy of the Crown. Ours is to govern, defend and ensure the well being of the Hapan realm and its people in the name of Honour, Pride and Glory.
This Constitution is the foundation upon which We place Our trust and belief in the Consortium.

CHAPTER I: FOUNDATION [top]

1. The executive and legislative powers of the Hapes Consortium are vested in the Sovereign.
2. The Sovereign is the Head of the State and Commander-in-Chief of the Armed Forces. Depending on their sex, they hold the title of Ta'a Chume (female) or Rai'ix Chume (male).
3. The Sovereign is the fount of honours from which the Peerage is instated.
4. Said powers are exercised while respecting the fundamental equality between Hapans, regardless of their race, species, faith, sex, sexual orientation or marital status.
5. In their capacity as Commander-in-Chief, the Sovereign holds absolute authority on all matters relating to Their Armed Forces.
6. The power to deploy Hapan Armed Forces outside the Cluster rests solely with the Sovereign.
7. All formal actions executed by the Hapan Government are done so in the name and on behalf of the Sovereign.
8. The Sovereign is inviolable. Therefore, responsibility over the actions of the Crown rests with the Royal Council and its individual Ministers for their respective departments.

CHAPTER II: GOVERNANCE [top]

1. Henceforth there shall be a cabinet to assist and advise the Sovereign titled the Royal Council, which shall be composed of the various Ministers of the Crown and any others that the Sovereign deems necessary.
2. The Sovereign may, if they choose, create one or more of the following positions: Prime Minister, Lord Regent, and Crown Prince. The mandates of such positions shall be determined according to the stipulations of the Structure Appendix. Those that the Sovereign appoints to such positions shall serve at the pleasure and discretion of the Sovereign.
3. The Sovereign has the exclusive authority to appoint Ministers of the Crown and mandate them with responsibilities according to the stipulations of the Structure Appendix. Said Ministers serve at the pleasure and discretion of the Sovereign.
4. The Ministers of the Crown shall head their mandated departments in accordance to the rules of the Structure Appendix and any other orders issued by the Sovereign. The Ministers are responsible for all matters and issues pertaining to their portfolio.
5. The Royal Council, under the Sovereign, is the highest executive body over the Hapes Consortium and shall advise and assist the Sovereign on all matters.

CHAPTER III: THE COURTS [top]

1. The High Court shall be the trial court of the realm and shall conduct trials, hearings, and other such proceedings as may be necessary. The High Court shall have general jurisdiction over all matters.
2. The High Court shall be composed of one (1) Chancellor, who shall have the authority to try and test the guilt of an accused person and render verdict and sentence for purposes there-in.
3. The Royal Court shall be the appellate Court of the realm and its highest judicial authority, and may choose whether or not to accept appeals from the any judgment of the High Court.
a) The Royal Court shall review questions of fact with great deference to the factual findings of the High Court.
b) The Royal Court shall review questions of law with no requirement of deference to the legal findings of the High Court.
4. The Royal Court shall be composed of three (3) justices: the Sovereign, who shall preside over the Court, and two (2) individuals that the Sovereign chooses from among the Council of Lords, the Royal Council, or such ministerial positions that the Sovereign may create under Article II, Section 2 of this Constitution.
5. The Minister of the Interior is the attorney general to the Crown and chief public prosecutor for the realm.
a) Any judicial actions taken against the Crown shall be responded to by the Minister or a designated agent acting on his behalf.
b) Criminal and public prosecutions against liable persons shall be pursued, on behalf of the Crown, by the Minister or a designated agent.
6. The Sovereign shall have the royal prerogative to grant mercy and bail to any and every person condemned for a crime within Hapan jurisdiction.

CHAPTER IV: SUCCESSION [top]

1. The successor to the Throne shall be chosen at the behest of the reigning Sovereign. Upon the latter's abdication or death, the named successor shall accede to the Throne immediately as the next Sovereign.
2. If the reigning Sovereign does not see fit to name a successor, or if their death occurs before they are capable of choosing one; then a Convention, composed of the following, shall elect a successor:
a) Members of the Royal Council who have served there-in for at least one year. Members, for purposes of this subsection, shall mean anyone that has access to the Council forum.
b) Members of the Peerage who have a voting seat in the Chamber of Lords and have not been relegated to the Order of Teloii.
3. Members may nominate candidates for the vacant throne. For a candidate to be eligible for voting, the nomination must be seconded by another Member. Nominated candidates are not required to accept the nomination. Nominated candidates may not vote in the election. A reasonable time shall be allowed for candidates to make statements to the Members, and for discussion amongst the Members.
4. A member of Hapes, selected by simple majority vote of the Members, shall officiate the vote to elect the new Sovereign. The officiator may call the vote when the Members, by simple majority vote, indicate their readiness. When the officiator calls the vote, all votes shall be submitted to the officiator. The officiator shall keep all votes anonymous, and after three (3) days, shall tally the votes and post the anonymous results to the Members. A simple majority of votes shall determine the successor. Only those votes submitted by eligible members within the three (3) day time limit shall be counted.
5. In the case of a tie, the election process shall begin again as described in Section 3 of this Article. This shall continue until a successor to the throne is elected.

CHAPTER V: ENACTMENT [top]

1. Any further amendments or changes to the Constitution should first receive the approval of the majority of the Royal Council before given Royal Assent.
2. The Constitution is the supreme law of the Hapes Consortium, and any law that is inconsistent with the provisions of the Constitution is, to the extent of the inconsistency, of no force or effect.
3. Notwithstanding the above Section 2, a Royal Proclamation may temporarily suspend the Constitution upon or during a declaration of war or a state of national emergency. Such suspension may only last till the end of the war or national emergency status.

CRIMINAL CODE OF THE CONSORTIUM:

Whereas this act outlines the activities considered as crimes against the Hapan people, and governs the subsequent judicial process of criminal cases within the Hapes Consortium.
Whereas this act has full force and effect on all Hapan citizens and all foreigners who are within the Cluster, or who have committed a crime against a Hapan citizen or property, or whose intentions are to harm the interests of the Hapes Consortium or its people.
Whereas this Act is only a partial list of criminal activities and is complemented by other laws and regulations passed by the Hapan Government.
Whereas any person or persons who harms or attempts to harm in any way shape, or form a citizen of the Hapes Consortium, be it corporally or otherwise, shall be prosecuted within full extent of the common law notwithstanding the crime's absence in this Act.
Whereas by-laws passed by lower government levels may not contradict the meaning or spirit of this Act, neither should they seek to modify it in any way.

CHAPTER I: APPLICATION [top]

1. Subject to the pleasure of the Sovereign, this Code binds:
a) All Hapan citizens, both inside and outside the Cluster; and
b) All living beings within the bounds of the Hapes Consortium, regardless of citizenship status.
c) Any living being, regardless of location or citizenship status, that has allegedly committed one of the below listed offenses against a Hapan citizen or her property, or the Hapes Consortium or its people.

2. Any person under the authority of this Code who:
a) Actually commits;
b) Does or omits to do something for the purpose of aiding someone to commit;
c) Counsels another person to commit; or
d) Conspires with another person or persons in committing

a listed offense shall be guilty of such offense and subject to sentencing.

3. Ignorance of a provision of the present Code or of any other Hapan statute or regulation passed by the Sovereign in Council shall not be an excusable defense for violation thereof.

4. Unless otherwise specified, the accused must have had intent to commit an act or omission specified in Section 2, above.

5. No soldiers, officers and other personnel under the authority of the Military Code of Service will be subject to any provisions of this Code that conflict with, overlap with, or simply repeat a provision of the Military Code of Service.

CHAPTER II: OFFENCES AGAINST PUBLIC ORDER [top]

1. Assault: Unlawful, intentional inflicting, or attempted infliction, of injury upon the person of another.
2. Hijacking: The unauthorized or unsanctioned seizure of a ship or vehicle with the intent to take or execute hostages.
3. Bribery: The unlawful attempt to offer a Hapan Official, or nationalized corporation money, power, or property in an effort to gain information or to incite said official to commit a crime.
4. Fraud: Using deception or deceit to secure or acquire anything. This includes, but is not limited to: ships, weapons, droids, and money. Services paid for include sales of ships, and other assets and items of equivalent natures.
5. Forgery: Altering or making a writing or an artifice of legal significance with intent to benefit from the unlawful act.
6. Libel: Unjust defamation of a person by written or representational means, or the publication of blasphemous, treasonable, seditious, or obscene writings or pictures.
7. Extortion: The action or attempt to illegally subvert the Hapan Legal System, so as to obtain property, ships, or money for personal gain. Also, the coercion of any individual to commit crimes on behalf of the coercing party.
8. Impersonation: Any person, including persons under the service of Hapes, who wilfully impersonates a Hapan Official, or who wilfully use a Hapan rank or title other than those appointed to them. This includes the unauthorised use of ranks and titles that have previously been held.
9. Endangerment: Subjecting civilians to potentially fatal situations at any time during the process of being taken into custody by State officials.
10. Unlawful Detention: Holding a person in custody without probable cause, Court warrant or sanction from the Ministry of the Interior.
11. Perjury: The voluntary violation of an oath or vow either by swearing to what is untrue or by omission to do what has been promised under oath.

CHAPTER III: OFFENCES AGAINST PROPERTY [top]

1. Trespassing: The unauthorized or unsanctioned entering of a facility, vessel or planet that is considered private, military, or property of the government.
2. Larceny: The taking or attempted taking of another person's personal property without force or deceit, with intent to permanently deprive the owner of such property.
3. Theft: The use of force, or threat of immediate force, applied to the purpose of taking property belonging to another.
4. Burglary: The unauthorized or unsanctioned entering of a facility with intent to commit an offence or steal property.
5. Embezzlement: The unlawful taking of property entrusted to one's care; this includes use of another person's property, which deprives them of that use.
6. Vandalism: Damage to, disposal of, and/or defacing to property not owned by the individual committing the act.
7. Arson: An attempt or act, deliberate or not, to destroy the property of another.

CHAPTER IV: OFFENCES AGAINST THE STATE [top]

1. Murder: The unlawful and deliberate killing of an individual by another.
2. Espionage: The act or attempt to transfer sensitive, classified, official, or similar documents and information on behalf of a foreign entity, on behalf of a separate entity or organization, or for the personal use of the individual.
3. Treason: Whoever, owing allegiance to the Hapan Crown, levies war against her or adheres to her enemies, aiding them directly or indirectly to the detriment of the safety and defence of her realm and people.
4. High Treason: Whoever causes the death or any bodily harm to the Sovereign, their consort or heir apparent.

CHAPTER V: POSSESSION OF CONTRABAND [top]

1. The possession and/or trade of slaves is forbidden within the Hapes Consortium or by a Hapan citizen.

2. The possession, trade or usage of any of the following is considered illegal within Hapan territory. Hapan officials are to confiscate and/or destroy the contraband:

a. Electronic Lock Breaker
b. Grappling Hook
c. Slave Collar
d. Tracking Device
e. Universal Energy Cage
f. Fake ID, or any similar identity concealing equipment
g. Ryll, and all counterfeit medical items
h. Explosive devices
i. Heavy projectile weaponry

3. The possession, employment or presence of any armed personal escorts, private forces or equivalent bodies of troops with access to military grade weaponry, or the possession of military grade droids, referred to as armed units hereon, above the amount specified, is illegal within Hapan territory unless registered with and approved in advance by the Hapan Government as follows;

3.1 The approved amount is up to an equivalent of a squad [Party Slot 12].
3.2 Above the approved limit, possession of any such armed units is illegal without prior registration with and approval by the Hapan Government.
3.3 Armed units of any amount not used actively for personal close protection are prohibited from being present in public spaces or Hapan Government or Royal Armed Forces installations or vessels, except when used in areas designated for hunting by the Hapan Government.
3.4 The Hapan Government and the Royal Armed Forces may enact further restrictions on the presence of armed units for specific circumstances.

4. The possession, placement or use of privately owned military grade vessels and/or vehicles, as well as personal weapons in Hapan territory may be restricted by the Hapan Government or Royal Armed Forces.

5. The possession or usage of the aforementioned contraband, illegal quantities of armed troops or droids, and restricted personal weapons, vessels and vehicles, shall be considered lawful if done so under the consent and supervision of the Hapan Government or the Royal Armed Forces, as part of ordered duties carried out for the Crown or in activities authorized by it. Similarly, possession of Ryll for the sole purpose of producing non-contraband class items, or contraband items that are covered by this clause's exemption, shall not be considered unlawful.

CHAPTER VI: TRIAL PROCEDURE [top]

1. The High Court shall have jurisdiction over all cases and violations arising under this Code.
2. The High Court may subpoena any person to speak or testify before them.
3. The accused has the right to be represented by counsel. This right may be waived if the waiver is clear, unambiguous, and recorded.
4. Any participants of a process under this Code that provide false testimony may be charged with c. II s. 11 (Perjury) of this Code.
5. The High Court shall have authority to render judgment in all cases arising under this Code and to levy any appropriate sentence on the accused if deemed guilty.
6. The guilt of the accused shall be decided on the balance of facts, with no burden of proof borne by either the Defense or the Crown.
7. The accused, if found guilty, shall be sentenced according to the reasonable discretion of the High Court.
8. Petitions for appeal of a ruling of the High Court may be submitted to the Royal Court no later than two (2) days following the date of the High Court's final judgment.

CIVILIAN ACT

Pre-amble
This act defines who is a Hapan citizen, as well as defining their rights and limitations.

1st Chapter "Hapan Citizens" [top]

1. Requirements for Hapan Citizenship:
a) A prospective Citizen must declare allegiance to the King of the Hapes Consortium (the "Sovereign").
b) A prospective Citizen must recognize the Hapes Consortium as his or her only government.

2. Three classifications for Hapan Citizenship exist:
a) Citizenship ex officio
b) Sworn Citizenship
c) Treaty Citizenship

3. All members of the Hapes Consortium faction who have served three months therein are considered to be citizens ex officio and are granted all the privileges and responsibilities thereof.

4. Any person who is not a member of the Hapes Consortium faction may petition the Ministry of the Interior to be granted citizenship status. If the Ministry approves such request, then the petitioner shall be recognized as a Sworn Citizen after swearing his or her allegiance to the Sovereign.

5. The person requesting Sworn Citizenship status may not be a member or a citizen of any other government. If he or she is found holding a second citizenship, other than that of Hapes, then he or she shall be requested to forfeit his secondary citizenship(s). If he or she refuses or fails to comply within a reasonable amount of time, the Ministry of the Interior shall annul his Hapan Citizenship.

6. If and when a Hapan member retires from the faction, he or she may request Sworn Citizenship status from the Ministry of the Interior if he or she has served the Consortium for over four (4) months.

7. Treaty Citizenship is recognized by virtue of specific treaties signed with nationalized corporations. The privileges and responsibilities of Treaty citizens are outlined in the corresponding treaty.

8. All Hapan Citizens, regardless of their civil, military, foreign or corporate services, are subject to the full extent of Hapan law.

9. A Citizen ex officio may not leave the Consortium without the consent of the Sovereign. Any violators to this rule shall be considered defectors.

10. The Sovereign may terminate the citizenship of any Hapan individual at any time for whatever reason with or without notice.

2nd Chapter "Violations of the Law" [top]

1. Hapan Citizens are granted all the rights in Chapter III. If a Citizen violates the laws of the Consortium, he or she will be given a trial and, if found guilty, serve the full term of their punishment.

2. If a Hapan Citizen violates a law of a faction not hostile to the Consortium but still not an ally of the Consortium, the matter will be sent to the Royal Court of the Hapes Consortium to determine whether Hapan law or the other faction's law will apply on the case. If Hapan law applies, the case will be referred to the High Court for trial.

3rd Chapter "Hapan Civilian's Rights" [top]

1. A Hapan Citizen has the right to life. No Hapan Citizen shall be deliberately killed except for the purpose of executing a Court's ruling.

2. A Hapan Citizen has the right to be under the protection of the Consortium, unless he or she has engaged in wrongful conduct, recklessly or intentionally, that would draw the Consortium into conflict.

3. A Hapan Citizen has the right to defend the Hapes Consortium.

4. A Hapan Citizen has the right to a fair trial and the right to be represented by counsel.

5. A Hapan Citizen has the right to freely use all public facilities, such as landing pads, hospitals unless stated otherwise for the particular facility.

6. A Hapan Citizen has the right to enjoy any special offer made by Hapan Incorporated Companies to Hapan Citizens.

CHAPTER I: Structure Overview [top]

A. “Prime Minister (PM)”

§1 Title:
Prime Minister of the Hapes Consortium.

§2 Description:
The Prime Minister is the executive member of the Royal Council. He shall ensure that each minister is maintaining their duties and is available on a reasonably consistent basis. Should the Sovereign not be present for an extended period of time, the Prime Minister may assume the role of Regent and take their place in proceedings.

§3 Primary Responsibilities:
Administration - The Prime Minister shall assist the Sovereign with the general administration of the Hapes Consortium, as needed.
Royal Council - The Prime Minister shall oversee all meetings of the Royal Council. The PM may declare a topic open or closed.
Regency - Should the Sovereign be unavailable for a period of two weeks or longer, and there is no Lord Regent (or the Lord Regent is also similarly unavailable), the Prime Minister may assume the role of Regent. As Regent, the PM is permitted to make executive decisions, excepting the ability to declare war upon a foreign power - this role is reserved for the Sovereign exclusively. However, in this role, the PM may not overrule previously decided topics or go against the demonstrated will of the Sovereign. Should any ambiguity or uncertainty arise, the matters shall be laid aside until the return of the Sovereign and their availability for clarification and, if necessary, mediation.

B. "Lord Regent (LR)"

§1 Title:
Lord Regent of the Hapes Consortium

§2 Description:
The Lord Regent, if the position is established by the Sovereign, is the second-highest authority in the Hapes Consortium and subordinate only to the Sovereign. The LR is authorized to make executive decisions in accordance with the will of the Sovereign, and aids the Sovereign in the general administration of the Consortium.

§3 Primary Responsibilities:
Administration - The Lord Regent shall assist the Sovereign with the general administration of the Hapes Consortium.
Lord Regency - The Lord Regent is permitted to make executive decisions that are in accordance with the will of the Sovereign, excepting the ability to declare war upon a foreign power - this role is reserved for the Sovereign exclusively.

C. “Ministry of the Interior (MotI)”

§1 Title of Leader:
Fel`da of the Interior.

§2 Description:
The Ministry of the Interior functions to maintain the internal security of all space within the borders of the Hapes Consortium, advance Hapan culture and education, maintain the rule of law, oversee government and military recruitment initiatives, and ensure the smooth functioning of Hapan society.

§3 Primary Responsibilities:
Legal Code - The MotI shall be responsible for creating, altering, and otherwise administrating the legal code as it pertains to everyone within the Hapes Consortium.
Judicial System - The MotI shall be responsible for creating, operating, altering, and otherwise administrating the judicial system for the entire Consortium. All members of the MotI Judiciary shall be responsible for being familiar with both the Civilian Legal Code and the Military Code of Justice.
Customs - The MotI shall be responsible for creating and ensuring the enforcement of a system of customs operations to ensure that no contraband and/or unauthorized personnel are allowed to covertly enter Hapan space.
Admissions - The MotI shall be responsible for creating, altering, operating and otherwise administrating the admissions system for the entire Consortium. This shall include any vetting procedures and citizen interviews as deemed necessary by the MotI.
Recruitment - The MotI shall be responsible for the recruitment of new Hapan citizens and service members.
Internal Security - The MotI shall be responsible for maintaining the security of the Consortium through information security, counter-intelligence, and counter-infiltration. The MotI shall also be responsible for maintaining order and enforcing the rule of law within the Consortium.
Culture - The MotI shall be responsible for the advancement of Hapan culture, including (but not limited to) the maintenance and expansion of the Royal Hapan Library and the publishing of the Hapan Star.
Records - The MotI shall be responsible for maintaining up-to-date records of all Hapan personnel serving in the government or military.

D. “Ministry of External Affairs (MoEA)”

§1 Title of Leader:
Fel`da of External Affairs.

§2 Description:
The Ministry of External Affairs exists to provide a link to other groups, which wish to have an ongoing dialogue with the Hapes Consortium. It is the Ministry of External Affairs personnel which shall represent Hapan interests at any negotiations, save those that the Sovereign chooses to take part in personally; in such a case, such personnel shall serve as analysts and advisors.

§3 Primary Responsibilities:
Foreign Relations - The MoEA shall be responsible for maintaining any and all diplomatic ties with foreign nations and parties. Any lasting obligatory agreements must bear the final approval of the Sovereign.
Corporate Relations - The MoEA shall be responsible for maintaining general relations with incorporated and/or nationalized corporations existing within and/or with the consent of the Hapes Consortium.

E. “Ministry of Finance (MoF)”

§1 Title of Leader:
Fel`da of Finance.

§2 Description:
The Ministry of Finance protects the economy of the Hapes Consortium, ensuring that it does not fall into debt or bankruptcy. Furthermore, it will ensure wages are paid in a timely fashion, monitor and facilitate any foreign trade, and maintain the planetary taxes.

§3 Primary Responsibilities:
Taxes - The MoF shall be responsible for tallying and maintaining records on the current tax income for the Hapes Consortium.
Economy - The MoF shall be responsible for maintaining the overall economy of the Hapes Consortium.
Wages - The MoF shall be responsible for maintaining records regarding the wages of all personnel, setting new wage rates as may be necessary, and for paying those wages every month.
Trade - The MoF shall be responsible for making any trades with foreign states, corporations, or nations as may be necessary.
Investments - The MoF shall be responsible for maintaining records on all investments made by the Hapes Consortium and for authorizing any new investments as the situation may require.
Royal League of Commerce - The MoF shall be responsible for chairing and overseeing the Royal League of Commerce.
Gaming - The MoF shall be responsible for the regulation and oversight of gambling within Hapan space.

F. "Ministry of Industry (MoInd)"

§1 Title of Leader:
Fel`da of Industry

§2 Description:
The Ministry of Industry is divided into three major branches, or departments. The Department of Infrastructure is responsible for the establishment and maintenance of every city, outpost or space station in the Hapes Cluster. The Department of Resources oversees the prospecting, mining, and storage of all raw materials in Hapan territory. The Department of Labor is responsible for the labor needed for construction, mining, and shipbuilding. These three departments work co-dependently with one another, with the Fel`da of Industry and the Fel`ta of Industry as the governing heads.

§3 Primary Responsibilities:
Infrastructure - The MoInd shall be responsible for designing and constructing all cities, stations, and facilities. All building projects must bear the final approval of the Sovereign. This also includes maintaining contact and relations with Hapan nationalized companies dealing with ship building and recycling.
Resources - The MoInd shall be responsible for maintaining appropriate levels of raw materials needed for construction projects, ship building, or item creation. This includes keeping raw materials in reserve and maintaining contact and relations with Hapan nationalized companies dealing with raw materials.
Labor - The MoInd shall be responsible for the hiring, firing, and storage of all NPCs needed for construction, ship building, mining, and item building.

G. "Ministry of Defence (MoD)"

§1 Title of Leader:
Fel'da of Defence

§2 Description:
The Ministry of Defence is responsible for managing and administrating the Royal Hapan Armed Forces (RHAF), which is tasked in turn with the security of the Hapes Consortium, the deterrence of potential foreign aggression, the projection of Hapan power abroad, and the advancement and protection of Hapan interests across the galaxy.

§3 Primary Responsibilities:
Combat Readiness - The MoD shall be responsible for maintaining combat-ready armed forces at all times.
Defence - The MoD shall be responsible for patrolling the borders, systems, planets and space of the Hapes Cluster and Hapan protectorates.
Military Training - The MoD shall be responsible for training and educating military personnel in the arts of warfare.

H. "Ministry of Intelligence (MoI)"

§1 Title of Leader:

§2 Description:
The Ministry of Intelligence is tasked with looking outside the cluster and collecting, sorting and analysing information from various sources about possible threats to the Hapes Consoritum. This information is then efficiently passed on to other Ministries or individuals who may need to act on such threats.

§3 Primary Responsibilities:
Acquiring Intelligence - The MoI shall be responsible for employing several systems to collect public and secure information from other entities who pose a threat to the Consortium.
Data Storage - The MoI shall be responsible for securely storing all material gained and protecting it from any un-authorised access.
Data Analysis - The MoI shall provide analysis in areas relevant to cluster security and:
- Give early warning of impending crises,
- Provide information that will help any defence planning and military operations,
- Provide counter-intelligence if the need should arise.

CHAPTER II: Ministry Regulations [top]

§1 Overview - Within the government of the Hapes Consortium there are six ministries, each overseeing their own respective responsibilities. Each ministry shall be responsible for maintaining itself in a reasonable fashion, preventing its personnel from becoming inactive, and, if necessary, generating enough work to keep all personnel occupied.

§2 Ministry Structure - While each ministry has set responsibilities they must uphold, how they choose to fulfill those responsibilities is entirely up to the minister. Each minister may structure their ministry as they believe is fit to fulfill all responsibilities given to them, provided their methods do not overlap with those of another ministry. Should any ministry create a structure in which another minister questions a possible overlap, it shall be brought before the Royal Council.

§3 Ministry Actions - Within each ministry, the minister is allowed absolute authority (subject only to the Sovereign). No other minister (including the Prime Minister) may issue an order, or make a change, within the ministry without its minister's consent. It is expected that subordinates of each ministry will show respect towards the ministers of other ministries, but it is not required that they follow their orders. Should one minister take issue with a subordinate of another minister, the first should take that matter up with the subordinate’s minister and allow them to deal with the matter as they see fit.

§4 Adding or Removing Ministry Responsibilities - A ministry may add or remove responsibilities from their ministry subject to the approval of the Sovereign and/or Royal Council.

§5 Communications - While it is not necessary for each ministry to report every detail to the Royal Council, it is expected that major actions will be presented in order to keep all aware of what is occurring. The procedure for reporting shall be determined by the Sovereign as they see fit.

§6 Council Votes - Any minister may request a Council Vote on any matter open for discussion. If another minister seconds the request, a Council Vote shall commence. The Prime Minister may call a Council Vote at any time, regardless whether another minister has seconded the call. The vote is an open vote, each minister announcing to the entire Council his or her vote. If the issue was a proposal by the Royal Council to the Sovereign, the proposal shall be given as the majority decided, with the vote tally being announced with the proposal.
Example: “Your Majesty, the Royal Council proposes a declaration of war upon the people of Dagobah. The vote was three to two, majority in favour.” OR “Your Majesty, the Royal Council proposes to deny the truce requested by the people of Dagobah. The vote was two to three, majority not in favour.”

§7 Declaring a Minister Unfit - Should a minister consider any other minister to be unfit to carry out their duty or believes they are not fulfilling their duty to their fullest ability, they may request a Vote of No Confidence.
While similar to a Council Vote, there are a few major exceptions. A Vote of No Confidence may only be initiated by the Prime Minister (or if there is no Prime Minister, the Sovereign).

The council shall cast their votes publicly in the Royal Council forum, announcing them openly. The Prime Minister (or if there is no Prime Minister, the Minister of the Interior) will then tally the votes and bring the proposal to the Sovereign. It is the final decision of the Sovereign as to whether a minister is unfit for duty or not.

§8 Declaring the Prime Minister Unfit - Just as a minister may be declared unfit for duty, the Prime Minister may also be declared unfit for duty. This proposal may come from any minister.

The Vote of No Confidence is the same in nature as that of declaring a minister unfit for duty.

CHAPTER III: Prohibited Actions [top]

§1 The RC may not appoint nobility. This right is reserved to the Sovereign. However, the ceremony may be presided over by any one Minister that the Sovereign chooses, if the Sovereign so wishes.

§2 The RC may not operate in such a way that it purposely ignores the Sovereign. The Sovereign is the ruler of Hapes. So shall it remain, always.

§3 The RC may not deliberately pass the Sovereign misinformation in order to gain greater operational freedom or to secure greater authority in the Hapes Consortium. They are granted what authority they have by the grace of the Sovereign. So shall it remain, always.

CHAPTER 1: DEFINITIONS [top]

A. "Closed Territory" - Territory that Foreigners are not permitted to enter.

B. "Foreigner" - A person that does not meet the definitions of a Hapan Citizen in accordance with the Civilian Act.

C. "Hapan Government" - The King, or a ministry or multiple ministries of the Royal Council operating in the name of, and with the approval of, the King.

D. "Territory" - Any space, planetary bodies, stars, moons, asteroids, comets, gaseous clouds and other bodies, vessels, vehicles, space stations and facilities within the political boundaries of the Hapes Consortium (including, but not limited to, the Hapes Cluster).

CHAPTER II: TERRITORIAL RULES [top]

A. Foreigners may freely enter and exit the Lorell star system. However, the Hapan Government may, if properly announced, suspend this right at any time.

B. All Territory, other than the Lorell star system, is Closed Territory.

C. Foreigners may submit a written request for entry into Closed Territory to the Minister of the Interior. The Minister is under no obligation to grant the request, except by order of the Sovereign, and may lay out restrictions upon the Foreigner's actions in the Territory in question. A request for entry must include:
1. The name of the person or persons wishing to enter; and
2. The specific purpose or purposes for entry.

D. If a request for entry into Closed Territory is granted, the Hapan Government shall have the absolute right to assign escort for the Foreigner or Foreigners.

E. Foreigners that are granted entry into Closed Territory must strictly adhere to the purpose or purposes described in the request for entry. Foreigners must also adhere to any restrictions the Minister of the Interior places upon their visit to the Closed Territory. Any such restrictions shall take precedence over any purposes listed in the request for entry.

CHAPTER III: VIOLATIONS [top]

A. Foreigners that enter Closed Territory without an approved request for entry shall be in violation of this Act and subject to immediate arrest by Hapan Government forces.

B. Foreigners that do not adhere to the purposes described in their request for entry to Close Territory, or do not obey the restrictions placed upon their visit by the Minister of the Interior, or both, shall be in violation of this Act and subject to immediate arrest by Hapan Government forces.

C. Any Foreigner that resists arrest for a violation of this Act may be immediately destroyed by Hapan Government forces.

D. Any Foreigner arrested for a violation of this Act may be prosecuted according to Hapan law.

E. Any Hapan Citizen who aids or conspires with a Foreigner to violate this Act shall be subject to the appropriate provisions of the Criminal Code.

War Measures Act

Chapter I: "Period of Effect"

1. This act shall come into effect during a state of war or national emergency, by proclamation of the Sovereign. It shall last until the end of the war or emergency, unless otherwise decreed by the Sovereign.

Chapter II: "Martial Law"

1. Upon proclamation of this act into effect, His Majesty's Government may take measures notwithstanding certain clauses of the Constitution, or any law deemed as detrimental to the war effort.

2. All physical assets within the Cluster may be appropriated by His Majesty's Government to aid in the war effort.

3. All Hapan Citizens and all nationalized corporations shall cease any trading with entities or individuals that conduct activity detrimental to the war effort.

4. An emergency tax measure may be implemented to finance the war effort.

5. The Consortium may demand that certain nationalized corporations manufacture products to benefit the war effort in lieu of the usual production line.

6. No soldier shall leave the Armed Forces unless permission has been granted by the Sovereign. Anyone who leaves without such permission shall be charged with Desertion and may face a penalty of death.

7. Ministers of the Crown and High Command Officers, with the consent of the Sovereign, may issue immediate orders to arrest anyone suspected for committing a crime, breaking any clause of this Act, desertion or collaborating with the enemy.

8. His Majesty's Government may set all Hapan star systems as "Closed" to all forms of entry by any sentient beings.

MILITARY CODE OF SERVICE:

CHAPTER I: APPLICATION [top]

1. Subject to the pleasure of the Sovereign, this Code binds members of the Royal Hapan Armed Forces and the Royal Hapan Support Corps exclusively.

2. Any person under the authority of this Code who:

a) Actually commits,
b) Does or omits to do something for the purpose of aiding someone to commit,
c) Counsels another soldier or officer to commit,
d) Or conspires with other soldier(s) or officer(s) in committing

a listed offense shall be punished according to the disciplinary measures of this Code.

3. Ignorance of a provision of the present Code or of any other Hapan statute or regulation passed by the Sovereign in Council shall not be an excusable defense for violation thereof.

4. Unless otherwise specified, the accused must have had intent to commit an act or omission specified in Section 2, above.

5. All soldiers, officers and other personnel under the authority of this Code are also subject to any provisions of the Criminal Code that do not conflict with, overlap with, or simply repeat a provision of this Code.

CHAPTER II: SERVICE OFFENCES [top]

1. Insubordination: Any soldier who disobeys, defies, threatens, or fails to show proper respect to a superior officer.

a) A subordinate who reasonably doubts the lawfulness of his superior's command has the right and obligation to report to the latter's superior officer and be instructed on whether such concerns are founded.
b)The subordinates of an officer who follow the unlawful command of the latter will neither be incriminated nor disciplined for having followed such a command for so long as they had acted in good faith.

2. Misuse of Equipment: Any person who uses conferred Hapan equipment outside the scope of his assigned task or duty, without the approval of his Division officer.

3. Abuse of Authority: Any officer who abuses his rank or appointment. This includes, but is not limited to:

a) Bribery;
b) Allowing unauthorized cargo or passengers into a Hapan ship, vehicle or building;
c) Mistreatment of subordinates; and
d) Reckless and grossly unreasonable command decisions.

4. Unauthorized Information Sharing: Any person who relays, or renders public, information pertaining to the internal functions, roster, inventory, missions or any other tactical or restricted subjects to people outside of his/her division or fleet without the written authorization of His Division commander.

Any soldier who divulges the aforementioned information to people outside of the Hapes Consortium shall be charged with violating c. IV s. 2 (Espionage) of the Criminal Code.

5. Desertion: Any soldier who willfully abandons from His Majesty's service without a duly consented leave or release thereof, or fails to report to duty with the intention of evading said service.

6. Mutiny: Any person who starts, leads or partakes in an open or covert revolt to overthrow the legitimate authority of a ship, army, or any other division of the service.

CHAPTER III: DISCIPLINARY PROCEDURE [top]

1. The High Court shall have jurisdiction over all cases and violations arising under this Code, and shall be considered a Military Tribunal for such purposes, in which the Chancellor shall utilize the military rank that is equivalent to his or her civilian rank.

2. The High Court may subpoena any person to speak or testify before them.

3. The accused has the right to be represented by counsel. This right may be waived if the waiver is clear, unambiguous, and recorded.

4. Any participants of a process under this Code that provide false testimony may be charged with c. II s. 11 (Perjury) of the Criminal Code.

5. The High Court shall have authority to render judgment in all cases arising under this Code and to levy any appropriate military disciplinary measures on the accused if deemed guilty.

6. The guilt of the accused shall be decided on the balance of facts, with no burden of proof borne by either the Defense or the Crown.

7. The following are considered to be military disciplinary measures that may be exercised by the High Court:

a) Reprimand: A severe and formal reproof condemning the offender's actions.
b) Censor: An order banning the offender from speaking in any channels or forums specified by the presiding authority for a specified time frame.
c) Punishment Tour: The offender shall be transferred to a less favourable or more dangerous assignment for a specified duration.
d) Suspension: The offender shall be relieved from his rank and duties within the Forces, including all authority and privileges thereof, for a specified amount of time.
e) Withholding Pay: The offender's monthly salary shall be withheld for a determinate period of time.
f) Demotion: A reduction in the offender's rank, accompanied by all applicable loss of privileges and responsibilities.
g) Expulsion: The offender is formally stripped of all his military commendations, rank and uniform, and expelled from the Service.

8. Petitions for appeal of a ruling of the High Court may be submitted to the Royal Court no later than two (2) days following the date of the High Court's final judgment.

OMBUDSMANSHIP ACT:

This Act hereby establishes the position and office of Ombudsman of the Consortium.

This Act further affirms the independence the Ombudsman enjoys from the Command Staff, who may not order or coerce the elected person unless explicitly permitted by the Sovereign's Own authority. The Ombudsman is elected by the Hapan people and is accountable to the Hapan people.

CHAPTER 1: ESTABLISHMENT [top]

The Office of Ombudsman of the Hapan People is hereby established.
a. The Office of Ombudsman is independent from any division or department in Hapes.
b. The Ombudsman is subordinate only to the Sovereign and may not be dismissed by anyone but the Sovereign, or according to Chapter III, Section 1(b) of this Act.
c. The salary of the Ombudsman shall be fixed by the Ministry of Finance and payable in addition to her usual monthly wage.

CHAPTER II: DUTIES [top]

1. The duty of the Ombudsman shall be to act as a medium between the Hapan people and the upper echelons of the King's Government and Military High Command.

2. The Ombudsman shall hear out all inquiries, complaints, problems, suggestions or otherwise issued by a Hapan subject.
a. The Ombudsman shall not take into consideration the rank or status of the Hapan in question.
b. The Ombudsman shall respond to the Hapan in an objective format within her capabilities and knowledge.
c. The Ombudsman shall relay any questions or complaints to the respective Minister or High Commander to whose portfolio the question/complaint relates. The Minister or High Commander shall then reply to the Ombudsman with the necessary information needed to forward to the Hapan in question.

3. The Ombudsman shall make sure that all divisions and departments of the Consortium are geared to the interests of discipline, justice and fairness.
a. If a Hapan feels that her superior officer is abusing her authority, ill-treating her or her fellow officers or has committed a felony, then she may issue a complaint to the Ombudsman.
b. The Hapan in question may contact the Ombudsman without facing any repercussions for not going through the normal Chain of Command for that complaint.
c. The Hapan must reveal her identity to the Ombudsman unless she specifically requests to remain anonymous. The Ombudsman must respect this request and shall not divulge the author of the complaint to anyone but His Majesty upon request.
d. The Ombudsman must investigate this complaint discretely without perturbing the normal activities of the department and file a report which she shall submit in her Office forum, with the situation and recommended actions to be taken to rectify it.

4. The Ombudsman shall be responsible for the maintenance of Hapan morale. Some recommendations for meeting this responsibility include:
a. Humorous posts in the Lounge;
b. Maintaining a column in the Hapan Star;
c. Starting and moderating roleplaying scenarios.

5. The Ombudsman (in cooperation with the Office of Hapan Recruitment) shall welcome, be a point of contact for, and mentor new Hapan citizens, either personally or by establishing a system of mentorship.

6. The Ombudsman shall conduct any surveys, or similar activities, that are requested by the Royal Council.

7. The Ombudsman shall be created an Ops in the Hapes IRC chat room.

8. The Ombudsman shall be responsible for setting up and hosting Hapes-wide chat conferences.
a. The style and manner of these conferences are generally at the discretion of the Ombudsman.
b. Such conferences must occur once every month.
c. At least one conference every half-term (3 months) must take place primarily on IRC.

9. The Ombudsman is vested with the power of an attorney, and may partake in a trial at the request of a defendant to represent her in trial.

10. The Ombudsman shall be responsible to make sure the Hapes Lounge remains a medium of free discussion. However, she shall make sure that it is also free of obscenities and degenerate remarks.

CHAPTER III: ELECTIONS [top]

1. The Ombudsman shall hold office for six months, starting from the day she wins the election.
a. There is no limit to the number of terms a person may hold the Ombudsmanship for. An Ombudsman finishing a six-month term, however, may not run for Ombudsmanship in the election directly subsequent to that term.
b. After three months of a term have passed, the Royal Council shall decide by vote whether the Ombudsman will remain in office for the final three months.
i. If the Royal Council votes for retention, then the Ombudsman shall serve out the remaining three months of her mandate.
ii. If the Royal Council votes for dismissal, the Ombudsman shall be removed from her post and new elections will be held immediately, according to the voting provisions below.
c. If no candidates are found for the election of a new Ombudsman, the incumbent may choose to retain the role. This is the only circumstance under which an Ombudsman may serve consecutive terms.

2. Any ex officio or sworn Hapan citizen, who is not a Tarii or a member of the Royal Council or High Command, and who is not barred from running for office by Section 1 of this Chapter, above, may run for Ombudsmanship.
a. The Ombudsmanship shall be considered a part-time position and therefore the applicants need not renounce their other positions upon assuming office.

3. Ten days prior to the end of the incumbent Ombudsman's term, an election campaign shall be called and all eligible aspiring Hapans may run for office.
a. They must first send a letter to the Minister of the Interior signaling their intention to run. The Minister shall not refuse the request unless by direct orders from the King.
b. The aspiring candidates shall then head to the Roleplaying Forum where they shall create a thread with a clear campaign title (e.g. "John Doe's Campaign 2011"). They shall post all their campaign speeches, posters, images, interviews, etc. in this thread. Any campaign material posted outside this thread shall be subject to deletion and the candidate warned.

4. Candidates may encourage other Hapans to vote for them, however they may not force, blackmail, bribe or otherwise resort to abusive or unfair measures to muster support.
a. No officer may order their subordinates to vote for her or a specific candidate. This includes promising promotions or special benefits to anyone who does vote for this candidate.
b. No candidate may make unrealistic promises that are outside the authority of an Ombudsman in order to gain votes.
c. No candidate may abuse any authority or privilege vested in him by virtue of his other positions to unfairly aid him in his campaign bid.
d. No Minister or High Commander may influence the campaign by either encouraging voting for a specific candidate or speak ill of another candidate's abilities for Ombudsmanship.

5. After seven days have passed since the launch of the campaign period, the voting period shall begin and a ballot shall be set up in the Hapan News forum. The voting period shall last for no more than seven days.
a. Every Hapan may vote for a candidate once.
b. Every Hapan has the right to privacy, and may not be compelled to divulge his/her voting choice to anyone. A superior officer may not order his subordinate to reveal his voting choice.
c. When the voting period starts, the Minister of the Interior shall no longer accept any more candidacy requests. However, current candidates may continue campaigning as usual.

6. After the seven-day voting period comes to a close, the Minister of the Interior shall count the votes and proclaim a winner. The candidate who garners the most votes shall immediately assume office as Ombudsman for the term defined in Section 1 of this Chapter.

7. An Ombudsman who abuses the authority and privilege of the Office to further her own personal agenda to the detriment of her fellow Hapans, to commit a felony, or to otherwise fulfill an act unbecoming of a dignified Hapan Ombudsman, shall see this position stripped from her by the King.
a. If such a case occurs, then new elections shall commence as per Section 3 of this Chapter.

PEERAGE ACT:

Whereas it is expedient that the Sovereign in Council legislates the rules pertaining to nobility;

Whereas it is expedient that the Hapan nobility is vested with the rights and responsibilities to bolster camaraderie and a healthy learning environment for the Consortium;

Whereas it is expedient that certain provisions are established regarding the lapse of peerage.

THE KING'S Most Excellent Majesty, by and with the Advice and Consent of the Royal Council Assembled, Enacts as follows:

CHAPTER I: DEFINITIONS[top]

A. Crest – A coat of arms or symbol that is unique to, and represents, a Peer. Each Peer, upon appointment by the Sovereign, may design her Crest, subject to the approval of the Sovereign.

B. Holdings - Anything that a Peer has been granted control, authority, or governance over due to her status as a Peer. Holdings, though governed by a Peer, are always owned by the Sovereign, except in such circumstances that the Sovereign declares otherwise.

C. House – An honorable familial designation belonging only to Tarii that signifies a noble authority. Membership in a Noble House is restricted to the Peer herself, her spouse and her children, whether by blood or adoption.

D. Lapse (of peerage) – The relegation of a Peer to the Order of Teloii, in accordance with Chapter IV of this Act.

E. Peer – A member of the Hapan nobility, appointed by the Sovereign in accordance with Chapter II, Section A of this Act.

F. Royal Dominion star system – A Royal Dominion star system is any Hapan star system that is not governed by a Peer. Certain systems shall always remain Royal Dominion systems, the identity of which is held by the Ministry of the Interior’s cultural department.

G. Surrender (of peerage) – The voluntary relinquishment of a title of peerage by a Peer.

CHAPTER II: TITLES OF PEERAGE[top]

A. By virtue of Chapter I, Section 3 of the Constitution, all titles of peerage can only be bestowed by the reigning Sovereign.

1. The Sovereign may grant peerage to whomever they will and deem worthy.
2. The Peer must swear the Oath of Allegiance to the Sovereign and their heirs and successors, before being granted her title.
3. Upon death of the Peer, Surrender or Lapse, the title of peerage does not automatically pass to anyone else; it returns to the Crown.

B. The various specific levels of the peerage shall be as follows:

1. Tarii - The highest tier of peerage shall be the Tarii. Females shall receive the title of Ta`Din (Grand Duchess), and males shall receive the title of Tarix (Grand Duke).
2. Duchii – The second highest tier of peerage shall be the Duchii. Females shall receive the title of Ducha (Duchess), and males shall receive the title of Duchix (Duke).
3. Dukatii – The third highest tier of peerage shall be the Dukatii. Females shall receive the title of Dukana (Countess), and males shall receive the title of Dukat (Count).
4. Turilii – The lowest tier of peerage shall be the Turilii. Females shall receive the title of Turila (Baroness), and males shall receive the title of Turilit (Baron).

C. All Peers may use the designation of Lady (for females) and Lord (for males), if they so desire.

CHAPTER III: RIGHTS AND RESPONSIBILITIES OF PEERAGE[top]

A. All Peers whose titles have not lapsed:

1. Shall have their names and titles recorded in the public Record of Peers;
2. Shall have a seat in the Chamber of Lords;
3. Shall cultivate, develop and grow the traditions, culture and history of their families and Holdings through contributions to the Royal Hapan Library;
4. Shall construct cities in their Holdings with cultural value, in accordance with the guidelines available through the Ministry of the Interior’s cultural department.

B. Tarii whose titles have not lapsed:

1. Shall be granted governance of one or more star systems in accordance with the will and supervision of the Sovereign;
2. Shall be granted personal use of one or more Hapan vessels, the highest class of which shall include Star Destroyers;
3. Shall have the right to develop and construct cities and facilities in their Holdings for purposes of income, subject to the supervision of the Sovereign and the Ministry of Industry;
4. Shall be granted the right to establish a House;
5. Shall be granted the right to design and make use of a Crest;
6. Shall possess “Qualified” voting rights in the Chamber of Lords. A Qualified Vote is equal to two normal Votes;
7. Shall be allowed to have their spouses claim the designation “Lord” or “Lady,” though this spouse shall possess no noble privileges of his own other than such designation and membership in the Peer’s House.

C. Duchii whose titles have not lapsed:

1. Shall be granted governance of one or more planets in a Royal Dominion star system, in accordance with the will and supervision of the Sovereign;
2. Shall be granted personal use of one or more Hapan vessels, the highest class of which shall include Battle Dragons;
3. Shall be granted the right to design and make use of a Crest;
4. Shall possess normal voting rights in the Chamber of Lords;
5. Shall be allowed to have their spouses claim the designation “Lord” or “Lady,” though this spouse shall possess no noble privileges of his own other than such designation.

D. Dukatii whose titles have not lapsed:

1. Shall be granted governance of one or more moons in a Royal Dominion star system, in accordance with the will and supervision of the Sovereign;
2. Shall be granted personal use of one or more Hapan vessels, the highest class of which shall include Nova Battle Cruisers;
3. Shall be granted the right to design and make use of a Crest;
4. Shall possess no voting rights in the Chamber of Lords, though they may still participate in discussions.

E. Turilii whose titles have not lapsed:

1. Shall be granted governance of one or more cities in a Royal Dominion star system, in accordance with the will and supervision of the Sovereign;
2. Shall be granted personal use of one or more Hapan vessels, the highest class of which shall include Nova Battle Cruisers;
3. Shall possess no voting rights in the Chamber of Lords, though they may still participate in discussions.

CHAPTER IV: LAPSE OF PEERAGE[top]

A. A Peer shall be relegated to the Order of Teloii (and her title considered lapsed) when:

1. The Peer is inactive for a period of at least six months.
2. Inactivity, for the purposes of (1) above, is defined as any lack of meaningful participation in the Hapes Consortium in general.

B. The results of a lapse of peerage and relegation to the Order of Teloii shall include:

1. Loss of all privileges, rights and expectations outlined in Chapter III of this Act;
2. Loss of title. No special ranks or titles shall be given to the relegated Teloii to indicate the lost past title;
3. The right to use the title of Teloii.

C. A Teloii shall be reinstated to the Peerage according to prerogative of the Sovereign.

CHAPTER V: THE CHAMBER OF LORDS[top]

A. The Chamber shall be an advisory body composed of all Peers whose titles have not lapsed.

B. The Chamber, to fulfill its advisory role, shall discuss any issues presented and take a vote as to what course of action the Chamber shall recommend to the Sovereign. The result of the vote shall constitute the Chamber’s recommendation.

CHAPTER I: APPLICATION[top]

1. With this act, the Sovereign affirms with legislation the privileges bestowed upon their regal predecessors

2. The reigning Sovereign of the Hapes Consortium upon death or abdication is bestowed the title of Diran'a for a female, or Diranix for a male.

3. The recognized heirs of Diran'a and Diranix are bestowed upon the title of Pëlin`a or Pëlin`da, which they hold as specified below.

4. Diran'a and Diranix are to be treated in accordance with the Peerage Act as though they were Tarii, unless contradicted or otherwise specified within this act.

CHAPTER II: TITLES AND PRIVILEGES[top]

1. The titles of Diran'a and Diranix do not lapse once affirmed.

2. A Diran'a or Diran'da shall be granted governance of a star system to hold domain over as a Principality in accordance with the will and supervision of the Sovereign. Principalities are part of the sovereign territories of the Hapes Consortium, but are exempt of taxation and land utilization rights of the Crown in favour of the recipient.

3. The titles of Pëlin`a and Pëlin`da are held for life. The title is considered to have lapsed should the recipient no longer serve the Crown, or hold the status of a Sworn Citizen.

4. The titles and privileges of Diran'a and Diran'da are not hereditary, and as such are not passed from the original recipients to their next of kin.

General Rules:

Hapes Consortium (Hapes) is a faction - a player driven group - in the Star Wars Combine (SWC) online game, that seeks to maintain a positive environment for its members.

§1 Members are expected to help maintain an environment free of real life discrimination and harassment, and to respect the dignity of one another.

§2 Members should login frequently into SWC (Darkness) as well as Hapes' site, and keep their primary contact information up to date.

§3 Members are warmly encouraged to use the instant communications medium(s) in use for the group, and to keep in touch periodically with their In-Character superiors (CO's).

§4 Members are asked to fill out a Leave of Absence (LoA) notification for the duration of lengthier absences, as well as to inform their In-Character superiors in case of taking leave during ongoing activities.

§5 Members are expected to contribute to the betterment of the group, and to avoid activities detrimental to the group. That includes, but is not limited to, passing on information about the group to those it is not intended for.

§6 Members experiencing issues within our group, or with other players of SWC, are welcomed to approach Hapes' leadership about their troubles, so that we can provide timely and effective support.

§7 Members interacting with the wider SWC community are to be mindful of how their actions may reflect on Hapes and its members at large, and require advance authorization to either roleplay Hapes or to represent it.

§8 Members while in active service are expected not to depart the Hapes Cluster, or not to depart the group in darkness, without the knowledge of an In-Character superior and a permit or equivalent (such as a LoA, standing orders, etc). In case of departing the group in Darkness, one should use the ‘reason for leaving' field to fill in the relevant information.

§9 Members are requested to note that while SWC and its official areas are by default considered a PG-13 environment, this may not apply under specific circumstances outside them. Non-excessive swearing, for instance, is allowed in Hapes as long as it doesn't run afoul of the other expectations.

§10 Members are to use their full combine handles as their visible usernames/nicknames on Hapes' Discord server, member portions of the group's holosite and boards, as well as on any other official mediums in use by the group. Such mediums are for members only, and off-limits to others without proper authorization.
