Ministry of Defence
MoD is the civilian oversight entity of the Hapan military; the Royal Hapan Armed Forces.
Formed from the remaining Lorell Raider vessels four thousand years ago, the Royal Hapan Armed Forces were originally called the Royal Hapan Space Fleet, and their primary duties consisted of thwarting piracy within the Hapes Cluster, as well as patrolling the Transitory Mists to defend against possible attacks by the Galactic Republic and other major powers of the era.
As the Hapes Consortium expanded its influence and governance over the other species native to the Hapes Cluster through eras of exploration and militarism, the size of the Hapan military grew to unprecedented heights. As the Consortium maintained a feudal method of governance during the Age of Queen Mothers, local nobility was responsible for maintaining security in their realms in what was known as the Noble Navy, a counterpart to the Consortium Navy maintained directly by the Hapan Government.
When the Hapes Consortium splintered during the Civil War in 3946, the different nobles organized their military forces under the banners of the alliances they chose to pledge allegiance to. During the course of the war, which lasted half a century, the military was a way of life for billions of Hapans across the Cluster, and the Consortium made many revolutionary advances in the art of warfare, as well as technology.
As peace finally came with the reunification under King Andrew in 4000, the military was severely downsized and centralized under the Hapan Government to prevent excessive influence of the remaining nobility.
In the decades that followed, the Ministry of Defence was first established in 4026 under the leadership of the Royal Hapan Army's commanding officer, Grand General Harr. It was the first major attempt to organise the Royal Hapan Armed Forces under the central jurisdiction of the Hapan Government, just prior to King James ascending to the Hapan Throne in 4027. It proved initially successful and helped organise the expansion of the military with the addition of such branches as HapSec. As the Hapan Government established contact with powers outside the Hapes Cluster, the military was reformed to counter potential threats by foreign governments and organizations.
The Ministry of Defence rose and fell on a number of occasions, however, and the Royal Hapan Armed Forces found itself at times without Royal Council representation, but with the military High Command having equal standing in the hierarchy of the Consortium to the Royal Council itself during such times, suggesting a competition for influence between the entities. For example, in the aftermath of the Royal Hapan Armed Forces' success during the Black Sun Crisis of 4029, the Ministry was briefly revived under the leadership of Vang Tyrridon, with its dissolvement following shortly in 4030.
The ministry was once again reinstated early in 4034 following two consecutive restructuring attempts of the Royal Hapan Armed Forces by the various branch commanders. The Grand Council, where the Military Council and Royal Council had previously come together, was permanently dissolved and the Ministry of Defence was given a seat on the Royal Council, representing the military. Its role and relative authority had been reduced slightly, but the Minister was by default the chairman of the High Command, the senior authoritative body within the military, without being subordinate to the Prime Minister on military affairs. Changes to the military structure would not cease over the years that followed, but the institutional role of the Ministry was now established to the point that it would resurface virtually unchanged through every cycle of reformation that would follow during the eras of King Alexander I and King Zayth Kadrim I.

Ministry of Industry
MoInd manages the whole industrial sector and chairs the Royal League of Commerce.
The Ministry of Industry (MoInd) was established in 4032 to help organise the massive construction projects of the Hapes Consortium during the era of heavy industrialization that was of unprecedented scale for any nation at that point in modern galactic history. Over time, it has come to come to cover the roles of many now defunct departments, overseeing all the government's industrial activities, including mining, manufacturing and production processes, infrastructure construction, and related logistics and labour matters, with the minister also chairing the Royal League of Commerce that acts as the oversight and coordination body for all industrial affairs between the Hapan government and its Crown Corporations and Nationalized Companies.
The prominent role the ministry has played in furthering the prosperity of the Hapes Consortium and supporting the build-up of its military strength since its inception, and its continued success of managing its projects in the eyes of the Sovereign, is best seen in the way the ministry has typically enjoyed the most stable prospects of stature of any of those organizations represented at the Lorell Hall since its founding.
The Ministry of Industry has been the backbone of the Hapan economy and industrial sector since 4032, when it was created to plan, run, and complete the many large construction projects and industrialization goals of the Hapan Government. The Ministry co-ordinated such massive tasks as the Gormoth Project with the Office of the Prime Minister and Ministry of Culture in 4033, the Malnuir Project, the Scylla Project (with the Imperial Union), the Hapan Outpost Project (I & II), the Daein Project, the Hapan Shield Project, and many, many others, which have helped sustain the population boom that saw Hapes Consortium grow to be the most populous government in the galaxy for a time.
In the past decade, the ministry has seen the completion of well past a dozen new planetary scale economic developmental projects in the aftermath of the galactic scale economic stagnation and income depreciation, beyond overseeing the continuously increasing manufacturing and production capacities at ground based industrial complexes and orbital yard hubs.
The Ministry of Industry originally consisted of four departments: Infrastructure, Labor, Resources, as well as taking over the role of Trade from the defunct Ministry of Trade though the department has since been re-envisioned and is now part of the Ministry of Finance. The Ministry is now seen as divided among the Departments of Infrastructure, Labour, Production, and Resources, coordinated through the Royal League of Commerce that de facto has director level representation of the various departments and Crown Corporations.
In addition, the Minister of Industry sits on the Research Council as it is unofficially called, which is the oversight and coordination group for the various government research & development organizations.

Ministry of the Interior
MotI oversees much of the civil sector of the Consortium.
The Ministry of the Interior has always existed in one form or another, but soon after the ascension of King James I to the Hapan throne it was formed as the Ministry of Law in 4029 under Alexander Tylger, just prior to the escalation of events in the Black Sun Crisis.
It was later reformed to become the Ministry of the Interior under Zell Jaak, and was temporarily merged with the Office of the Prime Minister until the appointment of Celestin Abriel as its new Minister. It then had varying degrees of authority and influence, temporarily having jurisdiction over such institutions and departments as the Royal League of Commerce, the Curia, and SI7. In 4034 it was reformed into the Ministry of Justice with some areas of jurisdiction being transferred to the Ministry of Intelligence.
Temporarily reformed as an institution entirely separate from the Royal Council of Lorell Hall, and losing its representation on the Royal Council, the judicial branch took the name Court of the King's Bench in the summer of 4034. Following the resignation of Celestin Abriel in September 4034, the department was frozen until June 4035 when the former Ministries of Justice, Culture and the Interior were reinstated as the Ministry of the Interior under Alexander Tylger. During Tylger's time as Lord Regent, it was made part of the jurisdiction of the Office of the Lord Regent.
In the following years, and under the direction of several different Ministers of renown, the Ministry of the Interior absorbed various other Hapan departments, including the Office of Hapan Recruitment (from the Ministry of External Affairs) and the Department of Internal Security (returned from the Ministry of Intelligence). Today the Ministry is a large, complex, and vital component of the Hapan Government, it stands, as is often quoted, as "The Engine that powers the Consortium."

Holding the most varied responsibilities portfolio of all ministries, MotI is entrusted with a formidable amount of duties;
- Advancing and fostering the preservation and development of the Consortium's rich cultural heritage;
- Managing recruitment initiatives for both the Hapan Government and the Royal Hapan Armed Forces, as well as the nationalized Crown Companies;
- Drafting legislation to protect the interests of the Hapes Consortium and its citizens;
- Administration and maintenance of the Consortium's government records;
- Oversight over the Consortium's digital infrastructure and its development;
- Oversight and management of the public news and entertainment services;
- Upholding the rule of law through a capable and educated judiciary;
- The welfare of all civil employees and military service-members, and ensuring that all hapan citizens have an opportunity to work;
- Coordinating all planetary governance councils and related government affairs, including overseeing all system and planetary emergency services;
- Enforcing the laws of the Hapes Consortium by all legal and necessary means; and
- Maintaining the security of the Hapes Consortium through information security, counterintelligence, and counter-infiltration.

Ministry of Finance
MoF manages the formidable Treasury department, commerce matters, and maintains oversight over the financial sector.
The Ministry of Finance (MoF) was established in 4026 and was among the ministries represented on the first modern cabinet of the Royal Council at the Lorell Hall. It was founded to manage the financial transactions of the Hapan government, which had begun investing in foreign companies settling on Lorell. It has since been an important part of the Hapes Consortium, being responsible for monthly wages of all echelons of the government, Crown Corporations and the Royal Hapan Armed Forces, as well as acting as the government's treasury department and main accounting office.
The Ministry is also responsible for the planning of large financial projects together with the Office of the Prime Minister and Ministry of Industry, and has historically been in charge of issuing budgets to the members of the Royal League of Commerce. The ministry also manages trade affairs in cooperation with the Ministry of External Affairs and the relevant other government organizations. It has assimilated the Department of Trade to itself, once Trade had been downgraded from a ministry to a department, and after it was no longer deemed the best match to with the Ministry of Industry given its unrelenting growth in its focus areas.
Always having been the smallest of the traditional six ministries, during interludes between appointed ministers the ministry has no representation on the Royal Council, and it is instead headed by a career official from within ministry with the title of the Secretary of the Treasury, who answers to the Office of the Prime Minister and the Sovereign directly. Remarkably for a ministry of its age, only four individuals have held the ministerial reigns at the ministry during the past two decades; Steve "Falcon" Rainy, Carrie Jade, Aviana Badara, and Alley Trepe, perhaps thus underlaying the stability and growing economy of the whole of the Consortium.

Ministry of External Affairs
MoEA is the executive body for managing the foreign relations as well as the diplomatic affairs of Hapes Consortium and all its diplomatic affairs.
The Ministry of External Affairs (MoEA) was founded back in 4026 and was thus represented on the first modern cabinet of the Royal Council to be established at the Lorell Hall.
The Ministry played an important role in 4026 and 4027 as the Hapes Consortium opened formal talks with both the Galactic Empire and New Republic. It also ensured that no lives were lost in the Dellalt Conflict of 4031. During its early years, the Ministry of External Affairs was often referred to as the Ministry of Foreign Affairs. Although External Affairs was decreed the official name of the ministry in 4033, the terms Foreign and External, to this day, continue to be used interchangeably.
The ministry implements the Government's foreign policies by maintaining and expanding friendly relations with other governments and powers, as well as advices the Lorell Hall and the Fountain Palace on the formulation and implementation of their foreign and trade policies. The promotion and establishment of external trade and economic relations through negotiation is an important function of the ministry, and the diplomatic missions abroad assist with the responsibility for trade policy implementation and coordination of trade promotion activities, while also identifying potential investment opportunities. While advising on, negotiating and recording on Hapes' accession and ratification of treaties, conventions and agreements, the ministry also carries out depository functions for various regional and Galactic agreements, a function which is obligatory under Hapan law. Furthermore, the ministry deals with negotiating foreign aid, as well as consular matters, including assisting expatriates, and issues relating to the status of refugees and political or diplomatic asylum.
The ministry maintains embassies and rotates their mission staff, including ambassadors and envoys, on the capital worlds of some of the galaxy's more prominent powers. Within the Hapes Cluster, Lorell is the designated embassy world of the Hapes Consortium due to the strict regulations on intra-cluster travel. The planet was opened to the outside galaxy in 4024 and houses dozens of foreign companies and governments' embassy estates.
For journeys beyond the Hapes Cluster, the Ministry of External Affairs has numerous unarmed C-3 Passenger Liners at their disposal, often seen escorted on their diplomatic missions by Nova Battle Cruisers of the Royal Hapan Navy.

Promoting peaceful relations with the Galaxy's powers and governments;
Implementing the Hapan Government's foreign policy;
Ensuring the recognition of the Hapan Governments by other Galactic powers;
Promoting the Hapes Consortium's position of non-intervention and neutrality in most of the Galaxy's conflicts;
Establishing trade relations with companies and corporations of interest.

Ministry of Intelligence
MoI is the foreign secret service of the Hapan government.
The Ministry of Intelligence (MoI) was formed in the modern sense as a unit called Hapan Intelligence sometime prior to the opening of the Hapan borders in 4027, answering to the Sovereign directly with a general mandate to collect information on foreign affairs, but with little staff and funding assigned to it. After Vang Tyrridon arrived from the Rebel Alliance and became recognized within the Royal Hapan Navy as one of its most illustrious officers, he saw the need to professionalize Consortium's intelligence collection and analysis, convincing the Crown to reorganize the entity into what would become the Royal Hapan Naval Intelligence. From there it would go onto morph into an entity called the Central Hapan Intelligence, and then Royal Hapan Intelligence, before reaching the maturity and prominence to become a ministry on its own right in 4030.
In the years that followed, it enjoyed a long period of stability and growth under the leadership of such ministers as Lord Vang Tyrridon, Mors Baynos and Lord Zayth Kadrim. Its primary mission during these times was to collect intelligence on foreign entities and individuals of note, to run counterintelligence and counter-infiltration operations, identify potential foreign threats to the state, and to uncover and foil plots impacting the Hapes Consortium. The ministry was also mandated to run covert operations, to accomplish what cordial diplomacy could not. For a brief time at its apex, coinciding largely with Hapes' massive industrialization efforts and economic growth, the ministry would command a monthly budget by itself larger than that of any other government, and drove aggressively the development of its tradecraft, employing personnel from all walks of life for various operations and collection networks that spanned the galaxy.
During these years, prior to the later permanent transfer of law enforcement functions to the Ministry of the Interior, the Ministry of Intelligence also ran Internal Security and Law Enforcement functions at various points in time, coordinating with the Ministry of Justice on the apprehension and prosecution of suspects within Hapes' jurisdiction.
Having benefitted greatly from the stable and capable leadership of the past years, in 4036, with the Royal Council unable to agree on the nomination of a new minister, the Ministry of Intelligence was downgraded from its ministry status and continued to exist as an intelligence organization under the Office of the Prime Minister for a time, before becoming further decentralized under the leadership of several obscure directors.
In 4038, the Royal Council once more voted to have the organization streamlined and reinstated as a full ministry with Royal Council representation, under Tara Tylger. Since then, new leadership choices have not been announced to the public, with the government having chosen to obfuscate the identities of the ministry's most senior officials, as well as its entire departmental structure.
