The Prime Minister is the most senior minister in the Royal Council, the executive and legislative branch of the Hapan government. They are usually, but need not always be, a politician who already works within Lorell Hall. On occasion the Prime Minister of the Hapes Consortium has been appointed from outside the Royal Council.
The Prime Minister (or a high ranking member of his personal staff) is the official who is appointed to manage the Civil Service and execute the directives of the Sovereign.
In times where the Sovereign is absent for some reason, the Prime Minister may be appointed as Regent of the Hapes Consortium. To date three Prime Ministers have served as Regent.

Deputy Prime Minister
On occasion, though very rarely, a Deputy Prime Minister might be appointed. Either as an assistant to the sitting Prime Minister or to run the Office of the Prime Minister in the absence of a sitting Prime Minister. The position has only been appointed once, to Lord Gane Lant, during the last months of Lord Zell Jaak's term as Prime Minister. Lant was appointed from outside the Royal Council and he subsequently took over as Prime Minister following Jaak's retirement.
