RC.070208-070208: "Transfer of Competences"
The Minister of the Interior has given notice to the Royal Council that he has transfered his competence in policing and customs enforcement to the Minister of Intelligence. Furthermore, with the approbation of the King, the Minister of the Interior shall re-assume the head of the judiciary as the high judge and be hence refered to as Minister of Justice. The Ministry of Justice shall be responsible for legislation, the judiciary and matters ancilliary (such as the issue of warrants).
RC.070207-070211: "Death Penalty"
Upon the capture of two intruders into Hapan closed space, the Minister of the Interior formally requested to the King that death warrants be signed for their execution according to law. Considering the laborous task of finding an executioner and the consequences thereof, the King has asked the Council for their opinion in a vote. After a favourable outcome (5 for, 1 against), the King has decreed that the death penalty is henceforth abolished.
RC.070118-070119: "S vs. C"
The Minister of Culture requested clarification on whether the new Minister and his Ministry should be referred to as Minister of "Defence" or "Defense". After a passionate debate filled with cultural and national reference, the Council has opted, by show of hand, to adopt the spelling "Defence" for all official use. More so, the Minister of Defence has presented to the Council his Ministry's seal.
RC.070110-070124: "Constitutional Amendments"
The Minister of the Interior drafted certain amendments to the Constitution to reflect the recent changes in military dynamics. Certain issues relating to the wording and implementation of Section 9 (dealing with the prohibition of ships above the Capital planet) were brought up by the Minister of Intelligence. More so, the Minister of Defence requested clarification on Section 7's effect with regard to military responsibility. The Minister of the Interior introduced an amendment to Section 7 to clarify the matter on ministerial responsibility over the military, and an amendment to Section 9 changing "armed ship" to "space vessels equipped for warfare". A vote was called and, after a favourable outcome (5 in favour, rest abstained), the Regent granted Royal Assent. Afterwards, the Minister of Defence provided the Council with a list of all ships found in violation of Section 9 of the amended Constitution.
RC.060810-061110: "Efficiency of Ships Registrar"
Certain questions on the aptitudes and efficacy of the current Ships Registrar are put forth by the Minister of Finance. Various Royal Councillors recommended other individuals to assume the responsibility and office of Ships Registrar. The Royal Council agrees by consensus to have Archon Vetra Kurov as Ships Registrar.
RC.061114-061116: "Government Medals"
The Minister of the Interior motioned that the designs of the medals used by the Phoenix Guard be used from now-on by the Royal Council. Various Royal Councillors voiced that the Phoenix medals are already held by various individuals, and instead a new medal design set for the Government be created. The Minister of Culture presented certain designs of his own largely influenced by current medals and inspired by the crest of old historical Houses. The Council settled to have a new set of medals created for its use.
RC.061118-061120: "Taxes and Private Constructions"
His Majesty the King raised the issue of the growing number of requests to build private income cities in the Cluster and questions on the reasonable means of allowing third party construction whilst maintaining planetary control for tax purposes. The main options presented were to either have the Crown build more cities on the planet to outnumber the private flats or that private enterprises be compelled to transfer their flats to the Crown whilst keeping control over their superficiary constructs. The Minister of Culture concurred with the latter option by pointing out previous custom to that effect between him and the Crown. The Royal Council agrees by consensus with the latter option.
RC.061121-061122: "Hansard"
The Minister of the Interior presents the idea and preview of the Hansard, recording minutes of certain non-sensitive Royal Council and Grand Council discussion topics. The King questioned its utility and defered the matter to the Minister of Culture. The latter viewed the Hansard as a positive addition for archival and transparency purposes. The King allowed the Hansard to continue. In addition, certain security accomodations were made with regards to the Minister of Intelligence's role in the project.
