Lorell Hall was completed and established as the central building for governance in the Hapes Consortium in 2449 during the Second Antiquity Era. The Consortium had previously been controlled from the Royal Hapan Palace where the Queen-Mother and her Royal Advisors would meet with nobility, senior officials and high ranking military officers on a frequent basis.
With the massive expansion of the Hapes Consortium during the Second Expansion Era some four hundred years later, the sheer number of people travelling to the Royal Hapan Palace had rendered the Hapan government sluggish and slow-paced. The creation of Lorell Hall helped relieve some of the pressure on the Queen-Mothers.
Lorell Hall continued to function in this capacity until the final days of the Decline Era when the councils and Hapes Consortium splintered. The building was utilized by the Sword Confederacy during the Dark Age for larger meetings, but the building, along with the rest of Ta'a Chume'Dan was the target of numerous large scale attacks, making it unsafe for periods of time.
During the Phoenix Age, Lorell Hall was used for short periods of time before being renovated in the final days of King Andrew's rule.

Prime Minister Tylger's Cabinet (4026-4027)
King Andrew ruled the Hapes Consortium in much the same way as the historical Queen-Mothers, but kept an assembly of advisors in the Royal Hapan Palace to help smooth tensions between parties which had previously been at war. It stayed this way for much of his reign up until 4026 when he became too ill to rule. As Crown-Prince James was isolated from the rest of the Consortium, studying for his upcoming reign, King Andrew appointed Lord Tylger as Regent and Prime Minister of the Hapes Consortium. With this change in leadership, Lorell Hall was once again put to use.
Prime Minister Tylger's cabinet was small, consisting only of a few individuals he deemed necessary to run the Hapan government at the time. These were:
The cabinet did not last long after the coronation of King James as Grand General Harr was strongly opposed to the King's method of handling things. Tensions ran high as officials on Hapes Prime were worried about having a Draconian noble as the second in command of the Hapes Consortium. To put everyone at ease, Prime Minister Tylger resigned and went in to self-imposed exile in the fall of 4027.
Grand General Harr attempted to overthrow the King in the military revolt of 4027. His attempt failed as he had little support and he was summarily banished from the Hapes Cluster shortly thereafter.

Prime Minister Jaak's Cabinet (4030-4033)
Zell Jaak was most likely the most successful Prime Minister in Hapan history. He held the office for three years from the summer of 4030 until his resignation in the fall of 4033. Gane Lant had been appointed Deputy Prime Minister some three months earlier and was voted to succeed him.
Coming from the Falleen Federation, Zell Jaak faced political opposition from several members of the Hapan leadership, most notably Lord Tylger and Lord Starfyre. Even so, his time in office was marked by frequent grandiose achievements and reforms to improve the Hapan government and bureaucracy. Several large tax planets were developed during this time period, and the civil service was created.
