§2 Description:
| §2 Description:
| ||
As an individual ascends to nobility, they are granted the right to maintain their own noble house which then governs a star system within the Hapes Cluster on behalf of the Sovereign. A noble house revolves around the noble and his/her inner circle of family members.
§3 Primary Responsibilities:
| |||
Council of Lords – The Lord/Lady must actively represent their noble house within the Council of Lords in order to maintain their title and house. They must regularly report on the activities of their noble house to this council.
| |||
Crest & Emblem - The noble house must decide on a suitable crest to represent their family. This must be submitted to the Department of Culture for approval before it can become official.
Planetary Oversight & Development - The Lord/Lady shall govern their dominion in a fashion in keeping with the rules and regulation of the Hapes Consortium. As outlined in Chapter 2, a Lord/Lady may develop the planetary bodies within their system to advance their own wealth as long as these developments do not conflict with the needs of the Hapes Consortium. Other members of their noble house may assist with such developments as long as it does not conflict with other duties.
| |||

|comment=It is clear we need some clear guidelines on what should not be allowed when it comes to our noble houses. | |||
|change=§1 Overview - It is always possible for such power to get out of hand. Whenever one delegates power, this is a potential risk. For this reason, the following actions are not permitted to the Council of Lords.
| |||
§2 A noble house may not have any retainers that are not related to them by blood.
| |||
§3 Retainers of noble houses may not allow the activities and responsibility within a noble house to interfere with their primary duties within the Consortium, nor may a Lord/Lady condone or encourage it.
| |||
§4 There may not be any agreement or practice involving monetary allowance for membership in a house.
| |||
§5 Nobles and their retainers may not sell or give away any property, ship, vehicle or any entity of any kind located within their dominion. They may enter in to an agreement to sell such entities, but the entity must be moved out of the system before the transaction can be completed.
| |||
§6 A noble house may not sign any treaty or accord with any foreign or internal entities.
| |||
§7 A noble house may not raise any form of militia or armed forces without of the Sovereign. In the event that this is permitted, the Council of Lords shall be kept up to date on all the activities of the military forces at all times.
| |||
§8 A noble house may not veto official construction efforts by the Hapes Consortium in their system without offering alternatives. For example, a Lord may veto the construction of a military base on their system's capital world because it would disrupt the planetary employment rating, but he has to advise on a more suitable location in talks with the Royal Hapan Armed Forces and regional Archon.
| |||
§9 A Lord/Lady may not purposely make an effort to merge his noble house with any foreign entity or an internal entity of the Hapes Consortium by having his retainers transfer to its ranks, moving the entity's operations to the noble house's dominion or any similar action.
| |||
§10 A Lord/Lady may not condone, encourage or participate in any effort that mixes the operations of a noble house with official matters of the Hapes Consortium, nor shall they make any effort to inspire loyalty to themselves over that of the Sovereign and the Consortium. Furthermore, they shall not condone, encourage or participate in anything that can be seen as counter-productive to the goals of the Hapes Consortium and the spirit of which noble houses were intended.
| |||
