While their status within the Consortium is high and prestigious, they are civilians with no direct authority over the daily workings of the Hapan Government, Royal Hapan Armed Forces or any other affiliates of the Consortium, unless they hold a position in any such branch or department. | |||

This veto may only be overruled by the Sovereign. Furthermore, any development within the system of any kind, other than that done by the noble for personal purposes, must be approved by the Lord.<br> | |||

Proposed amendment to the Structure Appendix, outlining the basics of the Peerage Act and integrating it in to the former. This also outlines the responsibilities of the Council of Lords, Council of Archons and Archons themselves.
