The Civil Service was established in 4033 as a bureaucratic work force available to the various ministries and departments of Lorell Hall and also as an alternative to service within the Royal Hapan Armed Forces. Since the lower levels are not restricted to any specific ministry, it makes a large work force available to all departments of the government rather than one specific department at a time.

Overview

The Civil Servants are the backbone of the government. They start of by performing simple tasks for the different ministries without belonging to a specific ministry. The Civil Servant takes on as many missions as are available, that he can handle and that he is apt in doing. As tasks are performed the Civil Servant is promoted in rank, starting with page as the first rank. The higher the rank, the more important the missions authorized to him are.

While still without a fixed position within the government the Civil Servant may apply for jobs on a specific job billboard on which ministries have posted tasks that need attending to. Tasks on the billboard may include (but not be limited to): construction missions, system scanning, one-mission diplomatic encounters, general information retrieval, etc. After reaching a certain rank the Civil Servant becomes specialised in his field and is transferred to the particular ministry full-time.
