They are usually, but need not always be, a politician who already works within Lorell Hall. On occasion the Prime Minister of the Hapes Consortium has been appointed from outside the Royal Council.
The Prime Minister (or a high ranking member of his personal staff) is the official who is appointed to manage the Civil Service and execute the directives of the Sovereign.
In times where the Sovereign is absent for some reason, the Prime Minister may be appointed as Regent of the Hapes Consortium. To date three Prime Ministers have served as Regent.
