The Civil Servants are the backbone of the government. They start of by performing simple tasks for the different ministries without belonging to a specific ministry. The Civil Servant takes on as many missions as are available, that he can handle and that he is apt in doing. As tasks are performed the Civil Servant is promoted in rank, starting with page as the first rank. The higher the rank, the more important the missions authorized to him are.

Rank Structure
Template:Branch-Government-Ranks All ministries and departments of Lorell Hall follow the rank structure of the Civil Service apart from the Ministry of Intelligence which maintains a unique structure. That particular ministry does usually not use the labour force of the Civil Service in any case.
The Spec-level ranks are unique to each respective ministry and can be found on the pages of each ministry.
